                                                                             CHESTER-LE-STREET RMC

                                                                       Club Constitution 10 December  2024

1     The club shall be called the Chester-le Street Radio Model Club and will be affiliated to the BMFA which requires that all Club Members will          be members of the BMFA .

2     The object of the club is to encourage the building and flying in a sensible manner of fixed wing model aircraft, helicopters and multi-rotors           of all types .Members are are required to comply with all legal requirements in respect of flying model aircraft ,helicopters and multi-rotor               drones. This includes ,at this time, CAA Operator registration and Pilot Competency certification (Flyer ID).

3     There is no limit on membership, applications should be made initially to the Treasurer

4     The club year should be from 1st January until 31st December

5     The officials shall consist of Chair, Vice Chair, Secretary, Treasurer, Area Representative and Equipment Maintenance Official elected at the          AGM,

6      The officials shall have the joint responsibility for the day to day running of the club 

        (a) With the agreement of three officials a sum of up to £100 may be spent on any one item without the prior approval of the Club at                           an ordinary meeting. Utility expenses - ego ground rent - grass cutting expenses - may be made. Any emergency  expenses must be                   reported to the next ordinary meeting for approval by the club.

        (b) New members may be registered by the officials subject to approval by the club at the following ordinary meeting.

        (c) Safety is the responsibility of all members and any persistent breaches of the codes of practise should be reported to an official for                         consideration by the club at the next ordinary meeting. These reports must be in writing and signed by the complainant(s).

        (d) The club will have the power to suspend or ban a member for persistent or serious breach of the club constitution and codes of                               practice. Such action will be in accordance with the BMFA recommended procedures.

7    The AGM will be held in December in place of  the club meeting. Any member may submit for inclusion an item for the AGM ,which must be           with an official at least 3 weeks prior to the AGM items not included  in the Agenda will not be discussed.

8     Subscription as set out at the AGM and are due on I January. Membership will lapse if subscriptions are more than 5 weeks in arrears. New        members who join after the 31 st July will receive a credit note towards the following year's subscription.

9     The Treasurer shall record all financial transactions and make available an audited balance sheet each year. The financial year to be                    December to 30 November. An auditor shall be nominated by the club at a meeting prior to the AGM.

10    Monthly club meetings will be held on the second Tuesday of each month at 8.00pm. The Secretary shall call all meetings and keep                     minutes. Minutes of all meetings shall be available to members. Minutes shall be signed by the Chair when approved as correct record of            a   meeting. Agenda's - minutes of an AGM plus minutes from any EGM shall be circulated to all members prior to the next AGM. AGM                  minutes should be approved as a correct record at the next Ordinary club meeting.

11     Decisions on all matters will be by a majority vote. All members present at a meeting will have one vote. The Chair shall be responsible                 for conducting orderly meetings. He will have a casting vote if necessary. Voting will be by a show of hands. However. a secret ballet must           be taken should any member request that this be done. Proxy and postal votes will not be allowed. Amendments to the proposals must                 be voted upon first. Members may, through the Chairman, ask a person to leave any meeting in the event of that person disrupting the                 meeting    

                                                                                                                        

12     A quorum shall consist of not less than 4 members

13     An EGM must be called within 5 weeks of a written request signed by ten members. Matters dealt with at an EGM will be strictly confined to          the subject matter of the request.

14     Should the club dissolve, then the capital shall be donated to a charity nominated by the remaining members. The equipment shall be                   donated to the BMFA.

15     The club shall keep a current account and if required a deposit, investment or savings account. Each cheque must carry the signature of              two officials. The Treasurer may keep a petty cash account .                                                          

16      Members must inform the secretary in writing of change of address, phone or e-mail .

17      Any approach by the media or outside agency must be referred to an official without comment.

18      Any member may propose another for life membership at an AGM. Full reasons for the proposal must be with the officials at least I to 10              weeks before an AGM for circulation to members. The club will vote on the proposal. Life members will have equal voting to other                        members

19      This club has adopted the Child Welfare and Protection Policy of the BMFA in part, Parents and guardians must be aware that if they are               not attending the flying site with their child they must ensure that a responsible adult/club member has assured the care of their children               whilst on club sites. In certain cases a guardian may be asked to remain with the child. The level of supervision is to be commensurate                 with the junior member's age, maturity, capability and level of experience.

20      The Club is responsible for maintenance of the grass strip, Volunteers who cut. the grass will be allowed to claim reasonable expenses.

21       Any alterations to this constitution can only be made at the AGM or a EGM called for the purpose. Any proposed alteration must be                       submitted to the Secretary in writing at least 14  days prior to the meeting and members notified of the proposal before the meeting.

           Codes of Practice amendments may be proposed at any meeting providing that suitable notice of the proposal has been given to the                   members.
